Title A Welfare Analysis of Long-Term Care Insurance in Japan
Date June 13, 2022 (Monday) 10:40-12:10
Location via Zoom
Abstract This paper studies how Long-term care (LTC) risks affect an individual’s lifecycle behavior over the life-cycle, and analyzes the roles of the LTC insurance (LTCI) system in Japan, which has the public universal LTCI system with the oldest population in the world. We build a structural over-lapping generations model with two-sided altruism introducing both the LTC-need level and two-stage family care arrangements between an elderly parent and children to quantify the economic and welfare effects of the insurance system. This paper evaluates the Japanese universal LTCI system with a benefit-in-kind compared to the alternative LTC policies.
